SB 305 is Expensive "Virtue Signaling"

    

      To reduce the threat of Global Warming, Delaware democrats propose Senate Bill (SB) 305 to reduce greenhouse gas emissions. According to the Synopsis: “This Act, known as the Delaware Climate Change Solutions Act, follows the issuance of Delaware’s Climate Action Plan in 2021, and establishes a statutory requirement of greenhouse gas emissions reductions over the medium and long term to mitigate the adverse effects of climate change due to anthropogenic greenhouse gas emissions on the State….”

     SB 305 specifically states that, “the Intergovernmental Panel on Climate Change [the United Nations body for assessing the science related to climate change] has found that human activities have caused approximately 1.0 degree Celsius [1.8 degrees Fahrenheit] of warming globally above pre-industrial levels and that, in order to limit global warming to 1.5 degrees Celsius [2.7 °F] global greenhouse gas emissions must decline by at least 45% by 2030 and reach net zero by 2050,...."        However, any effects of greenhouse gases on climate impacts, such as temperature and sea level rise, are due

to total GLOBAL greenhouse emissions, not Delaware emissions independent of GLOBAL emissions. Delaware emissions are only about 0.03% of total GLOBAL emissions. Despite the Paris Climate Accord or any other climate agreements, GLOBAL greenhouse emissions have increased and are continuing to increase thousands of times more than Delaware’s total emissions. Reducing or increasing Delaware greenhouse gas emissions will have no Climate impact because anything Delaware does is completely overwhelmed

 by GLOBAL emission increases. U.S. emissions have dropped slightly since 2005 because of natural gas, but U.S. emissions are only about 13% of the World 

emissions. Meanwhile, total GLOBAL CO2 emissions increased 27%. World emission increases are more than total U.S. emissions. 

     Why haven’t other countries agreed to cut emissions? The Paris Climate Accord exempts all “developing countries” from cuts, including the world’s greatest emitter China and fast-growing countries like India. Most countries are not reducing emissions because it would damage their economies. China continues to build coal generation for itself and for other countries. Europe and India are reopening coal mines and coal generation out of necessity. “Energy is a matter of critical importance. We must plan ahead and stay prepared, and be self-reliant in ensuring energy security,” Chinese Premier Li Keqiang said. Beijing will boost its coal production by 300 million tonnes this year, which is 80 times Delaware’s annual total. SB 305 is expensive “virtue signaling,” which will result in higher energy costs for Delawareans, hurt our economy and have NO impact on the Climate.  

UPDATE:  Climate bill SB 305 fails to clear committee. Sponsors promise to return with "stronger legislation next year."
